Rafis Burganov is the deputy prime minister of Tatarstan and is also minister of education and science. He has previously served as a minister of youth affairs, sport and tourism and has several times been elected as a deputy to the State Council of Tatarstan and Kazan City Council. Mr Burganov has been nominated for range of state awards and medals by the Russian Federation and the Republic of Tatarstan. Professor Monterola heads the Asian Institute of Management’s Aboitiz School of Innovation, Technology and Entrepreneurship and is the executive managing director of the Analytics, Computing and Complex Systems (ACCeSs) Laboratory. He has published more than 100 peer-reviewed articles in the field of computational and statistical physics, artificial intelligence and complex systems, and led and managed multimillion-dollar research projects in the public and private sectors in the Philippines and abroad. He also taught at the University of the Philippines Diliman and was a postdoctoral fellow at the Max Planck Institute for the Physics of Complex Systems in Dresden, Germany.

Elena Semenova has a special interest in education research, focusing primarily on developmental language disorders, cyberpsychology and education policy. She graduated from the University of Southampton in the UK with an MSc in education (specific learning difficulties: dyslexia) in 2017, and then pursued academic work in Russia at the Institute of Psychology and Education (Kazan Federal University) as a research associate. She is currently conducting research into sensitive topics such as inequality in language education and cyberbullying.
